An MCS-150 Biennial Update Report is required to be filed by all motor carriers under USDOT jurisdiction every two years.
 
You may also file this form to change your operations from interstate (state-to-state) to intrastate (within your state only) or to deactivate your USDOT Number (out-of-business notification) to eliminate your annual liability for Unified Carrier Registration (U. C. R.). 
 
If you are an active motor carrier under USDOT jurisdiction, you are required by USDOT to file an MCS-150 Biennial Report every two years even if your company information has not changed to avoid deactivation of your USDOT Number.

Please note the USDOT changes the MCS-150 form from time-to-time. USDOT will no longer accept previous/expired versions of the MCS-150 form. The current MCS 150 form you will download is good until 31 Jan. 2026. If you file a paper form, you must therefore file the 2026 version before the expiration date.
 
Out-of-Business?
Download and file an MCS-150 form
if you are no longer in business and/or
no longer operate a commercial motor vehicle and have not yet canceled your USDOT number.
 
If you are an interstate carrier and you do not cancel your USDOT number, you will remain liable for annual Unified Carrier Registration fees and may be subject to a roadside inspection or compliance audit by your state.
 
Operating Interstate (across state lines)? Make sure you are properly registered as an interstate motor carrier.
 
If you are registered as an intrastate (within state only) carrier but actually cross state lines at any time during the year, you must switch your USDOT Number to reflect you are an interstate carrier by filing an MCS-150 update. You will then also need to file annual Unified Carrier Registration.
 
WARNING:
Some states like KY are now electronically tracking the interstate movement of carriers that are improperly registered as intrastate and are reporting these carriers to the UCR Plan Board of Directors.
 
IRP Records may also be used to determine non-compliance with annual Unified Carrier Registration for carriers registered as intrastate but actually plated to operate in interstate commerce.
 
REGULATORY TIPS TO AVOID CONFUSION
WITH THE TWO RENEWAL PROGRAMS:
 
THE MCS-150 IS A FEDERAL REQUIREMENT DUE EVERY TWO YEARS, USED FOR STATISTICAL PURPOSES.
 
IS YOUR USDOT MCS-150 BIENNIAL REPORT UP-TO-DATE WITHIN THE PAST TWO YEARS?
 
All motor carriers subject to USDOT jurisdiction must update their MCS-150 record every two years by filing an MCS-150 biennial report with USDOT to avoid deactivation of their USDOT Number.
 
You must file a final MCS-150 out-of-business notification to deactivate your USDOT Number (even if you have inactive operating authority) to eliminate UCR liability if you are no longer operating.
 
If you have switched to operating intrastate (in-state only), you must file an MCS-150 routine update to eliminate UCR liability.
 
Motor carriers subject to USDOT jurisdiction must update their MCS-150 record at least every two years by filing a biennial report. You may use our MCS-150 Biennial Report Form
(OMB No.: 2126-0013; Exp. 31 Jan 2026) Retrieval Service to update your USDOT record by mail or fax.
 
NEW USDOT REQUIREMENT:
You must include a copy of your CDL.
 
If you prefer to file your MCS-150 online through the USDOT website you will need your USDOT PIN. The online PIN generation tool may still be offline so we recommend paper filings at this time.
 
 
U. C. R. IS AN INTERSTATE AGREEMENT OF 41 STATES DUE EVERY YEAR BY DEC. 31st.
