The Unified Carrier Registration (UCR) program is a Federally-mandated, annual state-administered registration program for interstate motor carriers. Motor carriers, motor private carriers of property, freight forwarders, leasing companies and brokers based in the United States, Canada, Mexico, or any other country that operate in interstate or international commerce in the United States must register under the UCR program, through which, carriers pay UCR fees through their base states to all participating states. If you are an interstate carrier based in a non-participating state, you still must comply. A base state will be assigned to you.


“Interstate Commerce” means trade, traffic, or transportation in the United States between: (1) A place in a State and a place outside of such State (including a place outside of the United States); (2) Two places in a State through another State or a place outside of the United States; or (3) Two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.

 

On March 16, 2023, the Federal Motor Carrier Safety Administration ("FMCSA") published an advanced notice of proposed rulemaking at the request of the UCR Plan Board of Directors, which recommended reductions in fees for the 2024 UCR year. After public notice and comment, FMCSA finalized the 2024 UCR fee rule on June 22, 2023.

 

The current UCR state fee schedule has been established by the FMCSA for the 2025 UCR year and all subsequent years thereafter, including 2026 [89 FR 51276, June 17, 2024]. The fees were raised by FMCSA at the recommendation of the UCR Plan Board of Directors. The current UCR Fee Rule is codified at 49 C.F.R. § 367.50. These fee brackets will remain in full force and effect moving forward until and unless modified by FMCSA.

 

The UCR Board of Directors has advised the public it will cease 2024 late fee collection through its the National Registration System (NRS) on Sept. 30, 2025. Non-compliance with UCR is determined through roadside inspection & in-office audits by your base state.
 

UCR fees are based on the total number of vehicles operated by a carrier. Trailers are not counted as vehicles. The number of commercial motor vehicles for purposes of determining carrier UCR fees is the number of self-propelled commercial motor vehicles the carrier reported in the most recent Form MCS-150 filed with the FMCSA.

 

UCR fees are due annually and normally collected by the UCR Board of Directors ("Board") every 4th quarter, between October 1st and December 31st for the upcoming year. UCR is due for new entrants in the current year before first engaging in interstate commerce. UCR is NOT prorated and goes by the calendar year.
